الوضع الراهن والمستهدف للتجارة الخارجية السعودية للأسماك The present and targeted Saudi foreign trade of fishes

Abstract

استهدف هذا البحث دراسة الأهمية النسبية للتجارة الخارجية للأسماك في الاقتصاد السعودي وتقدير المستهدف الحالي والمرتقب لكمية الصادرات والواردات السمكية واعتمد على التحليل الاقتصادي الوصفي والقياسي، وعلى وجه التحديد تم استخدام كل من معدل تغطية الصادرات للواردات ونموذج التعديل الجزئي وأسفرت هذه الدراسة عن مجموعة من النتائج أهمها تفوق متوسط قيمة الواردات من الأسماك على قيمة الصادرات منها، وبالتالي بلغ متوسط عجز الميزان التجاري في الأسماك نحو 29908 مليون ريال سنويا خلال الفترة 1985–2003 م وبلغ متوسط معدل تغطية كمية الصادرات للواردات من الأسماك نحو 4 % وهو معدل منخفض، حيث ما زالت المملكة تصدر كمية ضئيلة من الأسماك تمثل 467 % من الإنتاج السمكي خلال فترة الدراسة وتعتبر التجارة الخارجية للأسماك في غير صالح المملكة نظرا لانخفاض معدل التبادل الدولي الإجمالي والصافي (9622 % ، 9858 % على التوالي) خلال فترة الدراسة كما تبين أيضا وجود تفاوت نسبي بين المستوى الفعلي ونظيره المستهدف لكل من الصادرات والواردات السمكية، حيث حققت الصادرات السمكية الفعلية نحو 9079 % من نظيرتها المستهدفة، في حين حققت الواردات السمكية الفعلية نحو 9623 % من نظيرتها المستهدفة خلال فترة الدراسة ويتوقع زيادة كمية الصادرات السمكية المستهدفة من 569 ألف طن عام 2006 م إلى ما يقرب من 1036 ألف طن عام 2015 م، في حين يتوقع زيادة كمية الواردات السمكية المستهدفة من 10852 ألف طن عام 2006 م، إلى ما يقرب من 16339 ألف طن عام 2015 م وبالتالي يتوقع زيادة معدل تغطية الصادرات المستهدفة للواردات السمكية المستهدفة من 524 % عام 2006 م، إلى ما يقرب من 634 % عام 2015 م وأخيرا توصي هذه الدراسة بضرورة رسم السياسات التصديرية والاستيرادية في ضوء المستويات المستهدفة ؛ وذلك لزيادة الأهمية الاقتصادية للتجارة الخارجية للأسماك في الاقتصاد الوطني

The objective of this paper was to measure the relative importance of fish foreign trade in the Saudi economy and to estimate the present and targeted levels of fish exports and imports To achieve these objectives the study relied on descriptive and econometric analysis Specifically the study has used the following indices the coverage rate of exports on imports and the partial adjustment model The results of the study indicated that The average value of fish imports exceeded the estimated fish exports and the average deficit of fish commercial balance reached 29908 million riyals during the period 19852003 The average coverage rate of exports on imports reached about 4 % which is low rate as the kingdom still exports little quantities of fish that represents about 467 % of fish production during the study period The fish foreign trade does not appear to be to the benefit of the kingdom because of the low gross and net terms of trade as their averages reached 9622 % and 9858 % respectively during the study period There was a relative divergence between the actual and the targeted levels of fish exports and imports The actual fish exports achieved abort 9079 % of the targeted levels while the actual fish imports achieved about 9623 % of the targeted levels during the study period The targeted quantity of fish exports is expected to increase from 569 thousands tons in 2006 to about 1036 thousands tons in 2015 while the targeted fish imports is expected to increase from 10852 thousands tons in 2006 to 16339 thousands tons in 2015 and accordingly the coverage rate of targeted fish exports on targeted fish imports is expected to increase from 524 % in 2006 to about 634 % in 2015 The study recommends that fish exports and imports policies should be built in the lights of the targeted levels so as to increase the economic importance of fish external trade and fish imports should not be widen so as not to put more burden on the balance of payments
