A comparative analysis of highway safety problems in Arabian Gulf Developing and developed countries

Abstract

يتناول هذا البحث دراسة مشاكل السلامة على الطرقات في البلدان النامية ودول الخليج العربي التي تعد من الدول النامية الغنية وعلى ضوء نتائج هذه الدراسة تم وضع التوصيات والاستراتيجيات العامة لتحسين السلامة على الطرقات لقد ثبت أن مشاكل السلامة على الطرقات في البلدان الناميةأنها أكثر صعوبة مقارنة مع البلدان المتطورة فمشاكل دول الخليج فريدة من نوعها بسبب ازدياد معدلات النمو السكاني، وارتفاع مستوى دخل الأفراد الذي أدى إلى زيادة عدد السيارات أحد أهم التوصيات لتحسين السلامة على الطرقات في هذه الدول هو التركيز على التحسينات الطبيعية للحصول على الحد الأدنى للمقاييس في التصميم، وفي وضع اللافتات وعلامات الطرق التي تعتبر متطلبات لتطبيق ناجح للبرامج الموجهة إلى تصحيح تصرف الإنسان أما المقترحات الأخرى فتتعلق بتطوير الهيئات التنظيمية والمهارات التقنية والكتيبات والمقاييس والقوانين المتعلقة بالسلامة على الطرقات، ونظام تسجيل الحوادث على مستويين، والاستخدام الإجباري لأحزمة السلامة في السيارات

The highway safety problems in developing countries and in the Arabian Gulf countries which can be placed in a category of rich developing countries are reviewed and general strategies for safety improvements are recommended The highway safety problems in developing countries are shown to be much more serious than those in the developed countries Gulf countries are found to have unique highway safety problems which can mainly be attributed to very rapid development of income and concomitant high development rates in motorization and population growth The main recommendation for safety improvements in these countries is to concentrate on physical improvements to achieve minimum standards in design signing and roadway marking which are considered to be prerequisites for the successful application of programs directed toward correcting human behavior Other suggestions include the development of organizational structures and technical skills manuals standards and laws related to highway safety ; a twolevel accident recording system ; and the compulsory use of safety belts
