Abstract

يشكل قطاع الإنشاءات جزءاً هاما من اقتصاديات كافة دول العالم، وتزداد أهمية وخطورة هذا القطاع في الدول النامية حيث يشكل الإنشاء والتعمير الجزء الأكبر من برامج التنمية والاستثمارات ورفع مستوى معيشة الشعوب ومواجهة الزيادة المطردة للسكان ورغم كبر حجم الإنفاق على المشروعات الإنشائية، فإن النظم الإدارية التي تحيط بالخطوات المتتالية لإخراج مشروع ما إلى حيز الوجود غير كافية أو غير محكمة ومليئة بالثغرات، وهذا الخلل يزيد من احتمال حدوث الأخطاء والتهاون في تطبيق المواصفات وضبط الجودة سواء في مرحلة التصميم ومراجعته، أو التنفيذ والإشراف عليه، أو حتى لاحقاً في مرحلة الصيانة بعد شغل المشروع واستخدامه وجميع ما سبق قد يؤدي إلى ظهور تصدعات لبعض المنشآت أو انهيارات لبعضها مما ينتج عنه عدم الاستفادة من المنشأ أو استخدامه في الغرض الذي أنشئ من أجله، وإضاعة الوقت والمال والجهد دون مبرر إضافة إلى ما يترتب على ذلك من خسائر بشرية وتناقش هذه الورقة أسباب تصدعات وانهيارات المباني في بعض البلاد الغربية والعربية بما فيها المملكة العربية السعودية مدعمة إحصائياً، ومن ثم تقدم مقترحات للحد من أسبابها

The construction sector forms an important part of the national budget of all countries The importance and seriousness of this sector increases in the developing countries where construction and development comprise a large part of the development and investment programs and raising the standard of living of the people facing steady increase in population In spite of large magnitude of spending on construction projects the administrative system that surrounds the successive steps to transform project to reality is inadequate or not controlled or full of loopholes This deficiency increases the possibility of errors and relaxation in applying specifications and quality control in the design and review phase or its implementation and supervision or later in maintenance phase after completion and use of the project All of the above may lead to cracks and collapse of some structures resulting in a lack of utilization of structures for the original purpose for which these were constructed resulting in wastage of time money and effort without justification This paper discusses the causes of cracks and collapse of buildings in some western and Arab countries including Saudi Arabia supported by statistical data and presents precautions to reduce these causes
