Abstract

The effects of electric service interruptions resulting from severe power outages were investigated and analyzed Two approaches have been developed and used One is based on customers survey that mainly investigates the preparatory actions that a consumer may take to reduce the effects of outages The other one is based on a mathematical model that focuses on the value of foregone leisure and ceased activities should outages occur in specific periods The residential consumer in the city of Riyadh has been selected as a practical case to conduct this study It has been found that this sector which constitutes about 70 % of the Saudi Consolidated Electric Company in the central region (SCECOc) energy consumerswill suffer tangible and intangible losses should outages occur particularly in summer time and last for longer durations This paper provides new information and data that can be used in a broad range of costbenefit analyses in power system planning design and operation

تم تحري وتحليل آثار انقطاعات الخدمة الكهربائية الناجمة عن تعطل القدرة في محطات القوى ولقد تم تطوير واستخدام أسلوبين الأول مبني على استبيان للمستهلكين والذي يتحرى ماهية وتكاليف الإجراءات التي يتخذونها للتقليل من آثار الانقطاع أما الآخر فهو مبني على نموذج رياضي يركز على ما يفقده المستهلك من ممارسة نشاطات معينة أو فترات راحة إذا حدثت تلك الانقطاعات في أوقات محددة ولقد تم اختيار المستهلك السكنى بمدينة الرياض لتطبيق هذه الأساليب المقترحة في هذه الدراسة ولقد وجد أن هذا القطاعوالذي يشكل حوالى 70 % من جملة مستهلكي الشركة السعودية الموحدة للكهرباء (SCECO) بالمنطقه الوسطىسيمنى بخسائر مادية ومعنوية إذا حدثت تلك الانقطاعات وبخاصة أثناء فترة الصيف وامتدادها فترات أطوال وهذا البحث يسهم في تقديم معلومات وإحصائيات جديدة ربما يتم استخدامها في مجالات واسعه عند مواءمة التكاليف والفوائد في تخطيط وتصميم وإدارة الأنظمة الكهربائية
