الصناعات الوطنية في المملكة العربية السعودية التحديات المستقبلية وطرق مواجهتها National industries in Saudi Arabia future challenges and confrontation methods

Abstract

The successive and fast worldwide economic changes have imposed severe challenges upon the Arab World on the level of world trade liberty and the universe worldwide freedom These challenges affect severely its political security economical development social modernization and nutrition safety These international challenges establish a new international system in which the Arab world should integrate either willingly or unwilling Even though this international system has very high risks but also it has many opportunities especially for the developing and Arab countries The best status for each country will be determined according to the level of its efficiency and to its seriousness The new situations imposed by the international economic unification with its huge markets and the International Trade Organization have its severe impact on all countries It is necessary for these countries to do their best to overcome the negative consequences and to utilize the positive ones Saudi Arabia is making great efforts for localization of its industry through increasing industrial investments encouragement of the private sector building the main infrastructure setting rules and policies that help revive the industrial sector and make it as a source for income besides its oil revenue In spite of these efforts and achieved successes the Saudi national industry faces huge challenges presented by the international political and economical fluctuations and the agreements for liberation of international and Arabic trade According to these agreements no limits will be imposed on the flow of goods and products from the entire world to the Saudi market Because the Saudi national industry is at its early stages it is in bad need for support and development in order to be able to meet high competition in the international market that relies on high quality and low price In order for Saudi industrial companies to gain competitive edge it is suggested that they should fully utilize all available resources develop and increase existing capabilities and reduce foreign employment raw materials and all other inputs It is also recommended that a major upgrade and enhancement to the performance should be conducted at all levels; national economic level industrial sector level and company level This research studies the situations affecting the national industry in the Kingdom of Saudi Arabia the effect of international unification and agreements and the importance of developing and localizing the industry This research gives also some recommendations to revive and develop the national industry in order to face competition and confront future challenges

إن التغيرات الاقتصادية العالمية المتلاحقة وبوتيرة متسارعة تفرض تحديات جسيمة على العالم العربي على مستوى حرية التجارة الدولية وتحرير رؤؤس الاموال العالمية هذه التحولات الدولية تؤسس لنظام عالمي مطلوب من العالم العربي الاندماج فية سواء كان ذلك عن اقتناع او على مضض يحمل هذا النظام العالمي في طياتة الكثير من المخاطر وان كان يحمل أيضا الكثير من الفرص التى يمكن استثمارها والمحصلة النهائية لاي أمة سوف تتحدد بمدى الكفاءة والجدية في التعامل معه، وينبغي علها بذل أقصي جهودها لمعالجة الاثار السلبية والاستفادة من الاثار الايجابية تبذل المملكة العربية السعودية جهوداً كبيرة لتوطين الصناعة بالمملكة العربية السعودية من خلال زيادة الاستثمار الصناعية وتشجيع القطاع الخاص وتوفير البنية التحتية اللازمة، ووضع التشريعات والسياسات التي تساعد على تنشيط القطاع الصناعي وبرغم تلك الجهود المبذولة إلا أن الصناعة الوطنية بالمملكة تواجه تحديات كبيرة متمثلة في التقلبات السياسية والاقتصادية على المستوى العالمي، واتفاقيات التجارة الحرة سواء التي تتبناها منظمة التجارة العالمية أو تلك الإقليمية العربية ونظرا لأن الصناعات الوطنية السعودية في مراحل النمو الأولى فإنها بحاجة إلى الدعم والتطوير للوصول بها إلى القدرة التنافسية العالية في سوق عالمية تهتم بالجودة العالية والتكلفة المنخفضة، ويمكن أن يتأتى ذلك بإكساب الصناعة الوطنية لقدرات معينة، وإجراء تطوير شامل في المحاور الرئيسية التي لها تأثير مباشر على الصناعة بداية بالاقتصاد الوطني، ثم القطاع الصناعي، ووصولا إلى تطوير أداء الشركات الصناعية
